Define/Finalize my submarket to perfect my offer

My background has been building new products and services for banks/credit unions. I have been sought after to create sales plans, strategies, communication to gather more money from clients. I have a model/90 day process to make this happen, but struggling if I should focus on the corporate aspect and target CEO and Chief Banking Officers of banks/credit unions or take a more personal approach and target direct to mid-level execs managing sales teams.

This has been a huge obstacle for me and have been unable to move forward to finalize my offer.
