Email campaign – good open rate/terrible click rate

I have a recruiting business. I work in a very small niche where the demand is high for talent and there is a shortage of talent. I sent out an email campaign offering to provide a offer evaluation spreadsheet if they wanted it. All they had to do was email me and I would send it. The open rate was good, but not one person sent me an email asking for the sheet. For my next test, should I just send the spreadsheet anyway?
