My offer or my target market?

I’m watching the Double Your Business in 30 Days videos. I understand that I need a specific offer that my target market is willing to pay money for. As I get started making offers, how will I determine if my no’s are due to my marketing (message/offer don’t resonate) or due to my market not wanting to pay money for this? How long would I want to “hang in there” with my target market tweaking my marketing, my offer, my program, etc?
