Where to focus?

Context: I’m putting up a platform for teachers to offer courses of their own choosing to students of their own choosing, for course topics of their own choosing. My intention is to help them make more money so they can make a bigger impact.

I’ve made 7 offers and gotten a yes each time, and couldn’t close the deals because of technical (website) and legal (LLC setup) challenges that will take another 2 months to overcome. Right now I have to decide where to focus my energy. Do I go ahead and build an audience based on the yes’s alone so far, or wait until the challenges are fixed and go for more no’s so my content can be more targeted? Or should I try to find ways to close the deals even though the technical/legal challenges would prevent me from delivering right away (cash flow can certainly help me deliver faster).
