No bad decisions?

I am still struggling to understand how there are no bad decisions, or that the only time it’s a bad decision is if I decide that it doesn’t serve me. What about the impact of our decisions that intentionally harm or don’t serve other people?

For example, with genocide, it would be a good decision for a leader to execute people because it served his own thoughts/desires/goals? I cannot see how this is “perfect” choice for the world or how it serves society.
