Are circumstances neutral the way a table is neutral? (MS)

I’ve been trying so hard to figure out how “circumstances are neutral”. But I might have cracked it in my head. Can you tell me if I understand this correctly?

Are they neutral the way say, a table is neutral?

A table is just a table. Someone might think that table is too big, someone else might think the same table is too small. Someone might use it to stack books, someone else might use it to eat on. It is different for everyone who uses/looks at/experiences the same table? The table never changes, but the experiences that different people have with the same table vary widely.

The table is incapable of being good or bad because it is a thing. It’s inanimate.

Are circumstances just like this? Circumstances are incapable of being good or bad because they’re inanimate the way a table is? The circumstances never change, but the experiences that different people have with the same circumstances vary widely?

Is this what makes circumstances neutral?
