Co worker Issue

I would like to know whether or not my T and R lines align with the model. Do you have any suggestions for my T and R lines ?

Some Background:
Our team has agreed that prior to publishing any project that we have to have another member of our team review it as well as our manager. A co-worker had 3 reports that needed reviewed and I chose to review the reports. After the review, I sent the mistakes I found on the projects to my co-worker to resolve.

Now one thing I am now not sure of is whether my co-worker needed to reach back out to me until I signed off on the projects and stated that all errors were corrected prior to him reaching out to the manager for a final review. The last few times I’ve reviewed this particular co-workers work, I would inform the co-worker of the mistakes I found and then the co-worker directly would reach out to our manager stating all errors were resolved when in fact they were not.

I plan on reaching out to my manager to see if I must first signoff on projects I review and state all errors were resolved prior to him reviewing the project as well. If the answer is yes, I will suggest that in our next team meeting to go over the project review process so that everyone is aware of how the project review process is to be carried out.

UM-
C: Copied on an email from co-worker to my manager and email says ‘Hi, the projects are ready for your review, all errors have been resolved’
T: He should’ve reached back out to me for another review
F: Frustrated
A: Told co-worker about errors that were not resolved. My body muscles tense up. I create a manual for my co-worker on how he should’ve reached back out to me. Start thinking of other projects co-worker has made mistakes on in the past. I portray my co-worker as careless.
R: I create a manual for how co-worker should behave

IM:
C: Copied on an email from co-worker to my manager and email says ‘Hi, the projects are ready for your review, all errors have been resolved’
T: It’s possible my co-worker is trying to meet a deadline
F: curious
A: reach out and ask co-worker to fix mistakes still. muscles are not tense. I am not creating a manual of ‘should haves’ for co-worker.
R: I create space for possible reason why co-worker acted in the way he did
