Employees not doing what I ask

I run a business and employ staff. Most work remotely. I’ve asked all staff to send a “Daily Report” each day. All but 2 employees do this. The daily report helps me understand their challenges and progress. When I first asked for the daily I mentioned, that on the days they were super busy that they could take a pass and not send. Dumb idea. They “take a pass” nearly every day.
I’ve followed up and asked for the daily requesting they send. Still only 2 or 3 reports from each of these 2 staff were sent last month. Clearly I’m not being a leader, clearly I’ve sent mixed messages. How can I turn this around and get what I asked and show respect that they are grownups, professionals. thank you.
