Finishing up projects in my house

My husband and I have a few projects in our house that need to be finished. One of them is the bathroom outside wall that is just the studs. It’s been like this for 3 years. Every few months I bring up the project and my husband gets upset and then we don’t talk for days. I am tired of waiting around. He know how to do this type of work and I mentioned we could hire it done. He told me to hire it the, so I made some calls and now he’s upset. I am in a constant state of stress and anger with this. I am trying to change my thoughts on this.

C-House has projects that are not done, need insulation, sheet rock, etc.
T-Why isn’t this done yet? It’s been over 3 years.
F-Upset and angry
A-husband and I get into a huge argument
R-nothing gets done and my husband doesn’t talk to me for days.

Intentional model
C-House has projects that are not done, need insulation, sheet rock, etc.
T-I am able to hire it done
F-empowered
A-call and get resources of who does it
R-get stuff done

My problem with my intentional model is that since my husband knows how to do the projects, but either doesn’t want to or is too busy, he is still upset when I say to hire it done, since he knows how to do it. Looking for some help. Thanks!
