Hate crime in the C line


Can a hate crime be listed as a C in the model? Can “white supremacist” be listed as a C in the model?

There are some people who might not consider the shooting in Atlanta a hate crime. There are some people who might not consider the shooter a white supremacist. So does the C have to be “white male killed 6 Asian women” and the T is “This is a hate crime?”

Can an opinion become a fact? E.g. This case goes to court and the court agrees that this incident was a hate crime (even though there will still be people who disagree). It feels triggering not to call the C for what it is: a hate crime.
