Q: What does it mean to you for someone or something to be “intellectually reliable?”
A: This would be someone or something I trust, about which I think “This is serious”, “this is working”, “this is valuable”.

Q: Who is determining if someone or something is “intellectually reliable”?
A: I determine this for me, and other people get to decide for them.
So for me, yes, SCS is valuable, serious, and it’s working.
