A mother says, “My newborn son is a crack baby.”

Is that a circumstance (an irrefutable fact)? Or is it a result (caused by her actions, caused by her feelings, caused by her thoughts, triggered by some other circumstance)?

Maybe it’s circular: Results can become circumstances.
