Who is my client

I am a life coach for young women ages 12-18. I tried marketing to the girls, but have only had 2 consults. I am thinking to now switch my marketing to talk to the mothers. I am getting stuck when I am writing copy to the mothers talking about how their daughters will change. The thoughts the mom has at the before and after process. So am I selling the mothers on the idea that their daughters can change, and this will change their daughters life? Or am I talking about how this will change their life? Also wondering how do I know if my client the girl is all in, their mother might be all in but if the girl doesn’t want to be coached then what? So do I need to sell to both the mother and the daughter? Do 2 consults?
