Actual victim vs. victim mentality

I understand (I think) what you and others teach about victim mentality, and how disempowering it is.

I wonder how this can be reconciled with a legal procedure when one is actually the victim of an abuse or crime? In order to have the other person be judged for their unlawful acts by the justice system, the victim has to present as a victim otherwise it will seem like what happened wasn’t so bad and the perpetrator may be free to continue acting in the same way.

I apologize if this is too theoretical to comment on, admittedly I don’t have an actual example to submit for discussion, it’s more of a reflection on the concepts.

Do you have insights to help guide my thinking? Thank you!
