Hitting goals by deadline rephrased

Let me reframe the question – is it a thought or a circumstance that you can’t control when you hit a goal, only the effort you put into it? It feels like both to me – the thought “I can only control my efforts and not when I actually reach the goal” is one I’m working on in order to better stick with timelines. But isn’t the lack of control over exact results the point of massive action? Like, take action as much and as long as you need to get the result you seek sort of implies that we don’t always have 100% control over how things turn out and when, right? Isn’t it a fact that some circumstances (exactly how much weight I lose this week, exactly how much money I make this month) are out of my control regardless of my best efforts?
