If I am passed over for promotion and I am black, is the C line: I was passed over for promotion because the system is racist?

Would it need to be proven in a court of law first?

It is what I think happened, but I can’t prove it.

My white friends have been passed over for promotion, but it is because they are not the best person for the job (I think).
